Practical Information
The above course is co-organised by the the University of Tartu in Estonia. The event is co-financed by the European Commission - DG NEAR within the framework of the ENI East Instrument. This conference is as well supported by European Union’s Horizon 2020 research and innovation programme under grant agreement No 857622 "ERA Chair in E-Governance and Digital Public Services – ECePS.
Venue
The meeting will be held in University of Tartu Oecologicum, room 127. For more information visit the website.
The event will start at 09:30 local time (EEST/UTC+3) on 20/05/2022. A registration desk will be open at the venue 1hr in advance.
At the registration desk, you will be kindly asked to sign an attendance list.
You may be asked to present your vaccination certificate / PCR negative test / other proofs, when accessing the venue, together with your ID. Please make sure to have these documents with you.
Disposable facemasks and disinfectant hand-gel will be available at the entrance of the room.

Catering
During the confernce coffee breaks and lunch will be offered at the venue of the event. Welcome reception by Mayor of Tartu is offered on the 19 May 2022 as from 19:30 EEST. On 20 April at 19h00 EEST a conference dinner is organised for all participants in the city centre.

Access to Tartu
Tartu can best accessed by air via Tallinn, capital of Estonia. Tallinn airport has good connections to major European cities. From Tallinn, Tartu is easily accessible by public transportation. The express bus to and from Tartu Bus Station stops at the Tallinn airport and departs every hour. The Tallinn train station ‘Ülemiste’ is easily reachable by tram from the airport, and trains to Tartu run every few hours. - In addition, an express bus between Riga and Tartu runs several times a day.
Working languages
Simultaneous interpretation English and Russian will be provided throughout the event.
Accommodation
EC sponsored participants will be provided with a single room accommodation, as per arranged travel itinerary.
Participants which are not sponsored by the EC are kindly invited to contact Ms. Eleni Fedorova, for a possible discount at the event hotel.
COVID-19
Full details on the current local measures when crossing the Estonian Border can be found on the webiste www.kriis.ee, information is available in English, Estonian and Russian. As to vaccines, any EU-approved vaccine, as well as Sputnik are accepted.
Information on countries and restriction on freedom of movement requirements for passengers can be consulted on the following website of the Ministry of Foreign Affairs of Estonia.
Currently there are no restrictions in travelling to Estonia from EU countries.
From countries outside EU the following regulations applied:
- Third-country nationals arriving from third countries who present a valid COVID-19 vaccination certificate;
- A valid COVID-19 recovery certificate; or a negative SARS-CoV-2 RT-PCR test result performed by a health care professional or a SARS-CoV-2 antigen-RTD test approved by the European Union Health Safety Committee taken up to 48 hours before arrival in Estonia, can enter Estonia wihtout restrictions

For sponsored participants COVID-19 insurance and COVID-19 test/-s are reimbursed by the European Commission. Reimbursed insurance period cannot exceed the duration of the conference: 19-21 May 2022. Original payment receipts and a copy on insurance and COVID-19 test must be provided for the reimbursement.
Insurance
Please note that participants are not insured by European Commission while taking part in the meeting unless you insure yourself prior to the visit.
