EaP Stakeholders’ Workshop on a Regional Spectrum Agreement

Dear Sir/Madam,

The Spectrum Expert Working Group (SEWG) of the Network of EaP Electronic Communications Regulators (EaPeReg) has been working on a regional initiative which aims to define common technical conditions between the EaP partner countries (Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova and Ukraine), for the implementation of Land Mobile Radio-communications Networks in the 694-790 MHz and 3.4-3.8 GHz frequency bands.
In this context, SEWG has prepared a draft Regional Spectrum Agreement (RSA), which stipulates the willingness and readiness of the EaP partner countries to align the current and future implementation of innovative technologies with standards and decisions set by corresponding European organizations and bodies and ensure harmonised usage of spectrum resources along with technical parameters across Europe.
The latest version of the RSA text is the result of two rounds of consultation with SEWG members, since December 2019. In addition, each EaP partner country has been carrying out national-level consultations involving all relevant stakeholders. As a next step, we plan to organise on 23 June 2020 an online regional workshop for EaP stakeholders, aiming to discuss the outcomes of the national-level consultations and develop the final version of the RSA (see the draft workshop Agenda in the Annex).
The final version of the RSA will be submitted for approval at the next EaP Panel on the Harmonisation of Digital Markets (HDM Panel) in October 2020. Finally, the signature of the RSA is planned to take place during the fourth EaP Ministerial Meeting on the Digital Economy, in early December 2020.
It is my pleasure to invite you and your spectrum experts to the online workshop of 23 June 2020. I would appreciate if you could confirm your participation and nominate the persons who will represent your organization in this workshop no later than 17 June 2020. All the confirmed participants will receive additional information, including the latest version of the draft RSA and practical instructions on how to join the online workshop.
